Job Purpose:

To Provide strategic guidance and direction to teams, project managers and specialist to achieve business objectives. Manage Network Implementation & Operations (Core, Metro, Access & Service Delivery) and staff compliment of specific sub-departments within the CTO department, including, but not limited to all the associated technologies, to provide a service that seamlessly integrates to the entire business unit and the overall Network.

Minimum Requirements of Job

Formal Qualifications Required

  • B-Degree or similar technical qualification - Essential
  • MBA or management qualification - Desirable
  • ITIL V3 Foundation
  • Cisco or similar certification

 

Job Related Experience Required

  • 10 years experience in the ICT environment
  • 5 years experience in the Telecommunications environment
  • 5 years Technical experience and relevant technical certification
  • 5 years Management experience (junior and middle)

 

Job Related Knowledge Required

  • Knowledge of telecommunications environment

Key Outputs:

Operations (Preventative and Remedial)

Oversees, within their area of responsibility, the operational management of preventative, reactive and corrective maintenance on the LTSA Network and Customer Managed Services networks (inclusive of IP, Voice, Transport, Facilities, Optic Fibre Infrastructure and Managed Services €“ LAN & Voice)

  • Engage with Assistant Managers and Senior Specialists to ensure field resolution and compliance with SLAs
  • Manage scheduled and unscheduled downtime to minimise impact on customers
  • Ensure fault management, diagnostics and resolution to meet Liquid Telecom requirements
  • Manage incident escalation resolution matrix by operating in a manager capacity within the escalation matrix to ensure that correct decisions are made and in the interest of the client and LTSA network
  • Manage the spares availability for all Core, Access, CPE equipment, Facility and Optic Fiber infrastructures
  • Review Root Cause Analysis for all Major Events on the Network and ensure systems put in place to prevent or mitigate its reoccurrence
  • Communicate with various stakeholders on the progress of repairs or maintenance to track progress against required LTSA standard and/or SLAs
  • Manage and ensure compliance to all maintenance programs
  • Facilitate, monitor and manage cross functional activities and processes
  • Oversee issues and risks raised against all Service operational regional Projects
  • Conduct regular meetings with relevant stakeholders (Internal & external stakeholders)
  • Effectively deal with customer escalations and complaints

 

Implementation €“ OSP & ISP Build (Core, Metro, Access & Service Delivery) & Final Provisioning

Manage the site supervision of fibre infrastructure builds across all layers and the provisioning of new services to enterprise and managed services customers

  • Manage and drive project management teams, contractors and their availability to ensure build of core AOP and special projects within SLAs and or project timeframes
  • Manage infrastructure build and service delivery project progress, submission of reports and coordinate with various functional heads and stakeholders
  • Ensure performance requirements of new services are met to ensure revenue and customer satisfaction
  • Management of OSP build and ISP contractors and all related issues
  • Manage and contribute to business cases for various CAPEX and Revenue generating projects
  • Manage quality of installations at customer premises
  • Manage equipment preparation and configurations, and ensure correct performance against ordered service
  • Manage construction in the road reserves and ensure adherence to standards and quality
  • Manage the availability of equipment and OSP materials for all Core, Access, Facilities and customer installations.
  • Manage all contractor, vendor and stakeholder relationships
  • Manage contractor performances through frequent and continuous evaluation process

Regional OSP Planning And Right Of Ways (ROW €“ Incoming and Outgoing)

Manage the Wayleave application process in preparation for Implementation of new infrastructure within the municipal road reserves. Collaborate and engage with all stakeholders to ensure that all governance, processes and municipal bylaws are adhered to. In addition, manage and process all incoming wayleave applications within industry standard TATs.

  • Manage stakeholder relationships impacting ROW Process to ensure seamless delivery of LTSA services inclusive of internal Delivery Managers
  • Manage submission of documentation/application of all necessary site-specific information, ensuring quality and consistency of all documents throughout the entire ROW Process
  • Manage & mitigate any risk to the organization by ensuring that all processes and bylaws are adhered to

  • Manage the process for incoming €œRight of Way€ approvals within agreed SLA€™s (Municipalities and other Operators)
  • Manage and inform stakeholders of any Major Proposed Works that might affect the Network inclusive of relocations
  • Ensure that the risk of infrastructure damage is minimized by having accurate information and properly marked designs when responding back to stakeholders.
  • Overseeing OSP Metro and Access Planning functions within the region to ensure all network infrastructure is planned, installed and commissioned to meet customer services within the required timelines. The following are part of the OSP network equipment and services design:
    • NLD layer €“ all long-distance fibre routes within region
    • Metro Layer €“ all OSP routes between Metros
    • Access Layer €“ all last mile routes to customers including connected buildings.
  • Plan, develop and implement strategies for OSP technologies for revenue generating products and services.
  • Ensure continued assessment of the network and plan for the current and future network needs
  • Manage the capacity planning of the IP Metro network to ensure no stop sales due to capacity constraints and initiate any corrective measures thereby ensuring no capacity issues.
  • Manage the availability planning of the IP Metro network to ensure network availability and initiate corrective measures thereby ensuring no repeat failure.
  • Manage the quality of the OSP network to ensure no operations issue with regard to design, planning and implementation of deliverables.
  • Ensure that all audits conducted will be clear and no findings are associated with capacity, availability, financial or project processes
  • Ensure remediation activities are done and reported on any audit findings
  • Creation of OSP Network plans that are aligned to the Sales Plan and manage the Annual Operating Plan process for OSP in close coordination with Sales, Marketing, Products and Finance and other network organisations
  • Specification assistance of all new OSP technologies towards the requirements of the Procurement process
  • Ensuring that appropriate support is given within the presales area
  • Create, review and revise LTSA OSP Network Engineering strategic processes so as to maintain engineering standards and compliance.
  • Review OSP Network Capacity and Availability reports (Annual, Monthly, Weekly, Daily) and financial statements to determine progress and status in attaining objectives and revise objectives and plans in accordance with current conditions.

 

Management Of The Business Unit

Management of the sub-departments, internal and external stakeholders to meet company operational goals and objectives

  • Proactive notification and updates of service failures to be sent timeously to respective stakeholders in order inform all impacted customers
  • Ensure efficient use of various ERP tools used by the organization to support functional analysis and reporting
  • Develop, implement, document and enforce applicable policies and procedures to deliver a unified service within the department

  • Manage staff in sub-department to achieve the objectives in line with the operating plan and company strategy
  • Update and implement the shift rosters, to ensure 24X7 operations are fully staffed and maintained with competent individuals
  • Manage discipline, corporate governance, training and development, administration, appointments and staffing, performance management, career and succession planning

 

Financial Management

  • Assist with business cases for various Revenue generating projects
  • Manage the movement and capitalization of all LTSA assets
  • Manage OPEX and CAPEX budgets within area of responsibility
  • 1st line approval for OPEX and CAPEX technical motivations
  • Initiate the recovery of funds associated to 3rd party damages on the LTSA network
